The Tongyeong development project, confronted significant challenges stemming from the decline of the industrial sector and the shift from an industrial port to a new urban area. Nevertheless, the value proposition revolves around the transformation of Tongyeong into an alluring port city, incorporating new urban spaces, waterfront developments, tourism, and cultural amenities. The primary objectives are to harmonise with the natural environment, integrate strategic uses at various scales, and leverage new information and ubiquity technologies.

The project's scope and objectives entail the establishment of a comprehensive plan for local urban regeneration, with a focus on sustainable development by harnessing Tongyeong's natural landscape to create an attractive residential and working environment. Through thematic design and regional urban planning, the goal is to ensure a positive impact on the surrounding area, fostering growth and synergy among the different elements of the project.

Vision: The vision for Tongyeong, as presented in this proposal, transcends a mere collection of measures; rather, it provides a broad framework for sustainable development. Beyond serving tourist and cultural purposes, the vision aspires to shape Tongyeong into a city capable of self-development—appealing and beloved for generations. Envisaging itself as a new port city, Tongyeong aims to be a national and international benchmark in urban design and sustainable development.

The vision emphasises the enjoyment of the environment, encouraging activities such as walking, fun, and relaxation along the waterfront and in public spaces. A robust community life is promoted, prioritising urban security, especially for children, the elderly, and women, through thoughtful design encompassing adequate lighting, safe and accessible playgrounds, and community surveillance. Social interaction and urban diversity are championed, creating inclusive spaces that foster coexistence among people of different ages, genders, and cultures. Additionally, multimodal mobility takes precedence, with a focus on efficient and safe public transportation options, as well as pedestrian- and cyclist-friendly infrastructure, promoting an active and sustainable lifestyle.
